NY's OMH Issues RFP

Initially, the New York State Office of Mental Health (OMH) issued an RFP to procure services for their Electronic Medical Records Project. The EMR system will be based upon the VA’s VistA software to be used at OMH’s 26 state-operated psychiatric centers, 310 OMH outpatient locations, and OMH’s Central Office. The state is in the process of dealing with this procurement issued in January 2012 and due April 27th, 2012.

However, on April 24, 2012, OMH issued another RFP seeking an additional contractor team to provide Independent Validation and Verification (IV&V) oversight to make sure that the EMR Project is going to meet specified requirements and standards.

The contractor on the second RFP will need to provide management support, quality control and assurance, oversight, and risk mitigation for the project. The IV&V team will function independently from the EMR team but will have access to the EMR team’s final products, outputs, and deliverables. In addition the IV&V team will attend meetings regarding project status, planning, risk and issue management, and system design.

The IV&V contractor and team will conduct independent quality control and assurance services, identify problems and recommend solutions on an ongoing basis, perform ongoing technical/operational reviews, and provide a post implementation review.
